Added a simple script that outputs the list of component names with changes in git within a given commit patch range.
When something is changed outside the list of components, e.g. in tooling, 'all' is returned.
The value yielded by this script can be plugged into the variable for all existing build and solution generation scripts.
Adapted from CommunityToolkit/Labs-Windows#647, this code has been tested and validated.
